Why is the Bylaw being reviewed?

    The Draft Parking Control Bylaw 2025 was formerly Chapter 17 of the General Bylaws – Parking Control 2008. The 2008 bylaw contained rudimentary maps showing the various parking restrictions in Stratford. An extensive review was undertaken in 2017 which highlighted several anomalies between the existing bylaw and the district’s parking network. 

    In October of 2017, the Stratford Parking Bylaw Schedule Review 2017 was formally adopted and became enforceable from 1 January 2018

    Since the current bylaw was adopted in 2017, there have been several changes to the parking network in the district which have come from a variety of sources, including:

    • Requests from the community including businesses for alterations to some on-street parking provisions; 
    • Observations from Council Officers; and
    • Recent changes to on-street parking.

    The draft Parking Control Bylaw 2025 includes changes and provisions that will enable Council to make updates to the current bylaw and reflect current parking output in the district. 

    What's being proposed?

    It's Council’s responsibility to ensure that the draft Parking Control Bylaw 2025 is workable with regards to the enforcement of that bylaw. Council is proposing new and amended provisions to make enforcement easier. 

    To support this, a new Parking Control Bylaw 2025 Schedule and associated maps have been produced, which are attached alongside the draft Parking Control Bylaw 2025 for your review.

    What must Council consider when reviewing the bylaw?

    In accordance with Section 155 of the LGA, the Council must determine the following three things in making a Bylaw:

    • Whether a Bylaw is the most appropriate way of dealing with the issue;
    • Whether the Bylaw is in the most appropriate form; and
    • Whether the Bylaw has any inconsistencies with the New Zealand Bill of Rights Act 1990.


    How will Council implement and fund the bylaw?

    There are no immediate requirements for funding regarding the draft Parking Control Bylaw 2025. Any new provisions in the draft Parking Control Bylaw 2025 can be addressed using the existing roading budget indicated in the Council’s Long Term Plan (LTP) 2024-2034. 

    Any new funding requirements will be subject to the Long Term Plan 2027 - 2037 process and New Zealand Transport Agency Waka Kotahi, Regional Land Transport Programme (RLTP).
